Scope and Contents Fred W. Cover spent his life in the rural schools of Iowa - as student, then teacher, and, finally, administrator. He attended the Keokuk County Normal Institute, graduating in 1901. Mr. Cover taught in or served as principal of schools in Keokuk, Butler, Iowa, Mahaska, Black Hawk, and Benton Counties.
